Export Documents

Certificate of origin

It is the document showing the production location of the goods subject to export. Some countries may require their certificates of origin to be certified by their local consulates.

  • It is prepared by the exporter and its representative in country and must be approved by the affiliated chamber.
  • It is used in determining customs taxes. The certificates of origin are submitted to the customs administrations as an annex to the customs declarations.
  • Certificate of origin used in determining and documenting the origin is not one of the mandatory documents, it is prepared in accordance with the request of the importer company. Upon the request of the exporter, a certificate of origin can be issued by the relevant chambers after export and approval can be made.
  • While Form C of the certificates of origin issued in three copies as A, B and C remains in the relevant trade room, the other two copies are given to the exporter. Certificate of origin in Turkey (ABC) form for commerce, industry and / or are obtained from trade and industry chambers, are issued by the company and approved by the chambers are still relevant.
  • When approving the certificate of origin chamber of commerce is related to the subject goods originating in Turkey exports by the submission of supporting documents are required. Countries apply different origin rules in preferential and non-preferred trade and therefore different origin documents are issued for different countries.

A.TR Movement Certificate

Accordance with the provisions of the additional protocol between the European Union and Turkey, which are exported to countries join the Union, our country and the ATR document issued for the benefit of roaming is necessary customs exemption certificate. This document is issued for exports to Union member countries.

The movement certificates A.TR.1 and used as A.TR. 3 on trade between the EU and Turkey after the Customs Union Agreement was signed only begun to be used as ATR. In export to the European Union, in order for the goods to benefit from customs exemption in accordance with the Additional Protocol, the "A.TR Movement Certificate" must be issued by the authorities of the exporting country and visa by the customs administrations.

The exporter must fill in the five copies of the A.TR Movement Certificate, which she received from the chamber she is affiliated to, and apply to the chamber she is affiliated to by attaching the documents.

One of the white copies of the A.TR Circulation Certificate, which is filled in five copies, is retained by the chamber performing the certification process. After the visa is processed by the customs administration, the first copy of the document in green color is given to the exporter. One of the white colored copies remains in the customs administration, and the other 2 copies are sent to the relevant chamber by the customs administration within the first business day following the actual export.

A.TR Circulation Certificate can also be issued in some cases after the export of the goods. This document is a free movement document. The Customs Union with the European Union includes industrial products. However, a group of products, most of which are comprised of food industry products and qualified as processed agricultural products, are within the scope of the Customs Union.

Since tomato paste, fruit and vegetable canned food, fruit juices, cheese, all kinds of frozen and dried foodstuffs, meat products are considered as agricultural products by the Community, these products are not included in the Customs Union. In order to benefit from the preferential regime in the trade of these products, it is necessary to issue a EUR.1 Circulation Certificate to determine the origin status.

It is possible to issue A.TR, EUR.1 and FORM A documents after the shipment of goods. For this process, the documents are submitted to the Chamber together with the petition and the approval process is carried out.

EUR.1 Movement Certificate

EFTA (Switzerland, Iceland, Liechtenstein and Norway) countries, iron and steel products with the European Union (ECSC products) is Turkey's free trade agreements it signed in exports to countries and documents held in the export of agricultural products to the European Union. This document, which enables the benefit of customs discount and can be obtained from the Chamber of Affairs, is submitted to the customs directorate for a visa after it is approved by the Chamber.

Exporter this document, they are members of the chamber (Turkey trade, industry, maritime chambers of commerce and trade exchanges) they receive. It is certified by the chambers and must be visa by the customs authorities.

EUR.1 Circulation Certificate is filled in five copies. The first copy is in temper color and it is the original copy. The other four copies are in white.

In the provision of this document, the application and approval authority is the chamber where the exporter is affiliated. The exporter must completely and completely fill in five copies of the EUR.1 Circulation Certificate received from the chamber to which exporter is affiliated. Exporter must forward the following documents to the chamber of which it is a member.

EUR.1 Circulation Certificate can be issued exceptionally in some cases after the export of the products to which they belong.

This document is a proof of origin.

Based on the Harmonized System Nomenclature, the goods with (T) abbreviation in the Turkish Customs Entry Tariff Schedule indicates the product included in the agricultural product list. EUR.1 Circulation Certificate is issued for the export of these goods to European Union countries.

European Coal and Steel Community and Turkey (CECA) falling under the jurisdiction of the agreements establishing and near the Turkish Customs Tariff (CECA), a movement certificate EUR.1 is held in exporting to the acronym for the European Union's located belongings countries.

EUR-MED Movement Certificate

The EUR-MED Circulation Certificate is the proof of origin certificate used in the export of related products to PAAMK (Pan European Mediterranean Cumulation).

PAAMK System; Turkey and the EU-EFTA is a cross-cumulation system, including some Mediterranean countries. Free trade agreements between all countries included in the PAAMK system, the same origin rules must be applied in all of these agreements (except bilateral trade). In order for the system to function, a FTA (Free Trade Agreement) must be completed between at least 3 countries included in the PAAMK system.

 

For the application, a petition, Turkish invoice, undertaking and if the goods to be exported are of foreign origin, an exporter's statement must be attached. If the goods registered in EUR.MED are of foreign origin, a "supplier declaration" must be attached.

In Turkey, if a subject goods exported production in the Mediterranean countries it has been imported within the scope of one or more of the STA using materials originating EUR-MED certificate is compulsory.

FORM-A

Form A Certificate is a document used to prove that the goods that are requested to benefit from the preferential regime within the framework of the Generalized System of Preferences (GTS) originate in the GTS country. That is, it shows the preferential origin status of the item.

GTS covered by the countries benefiting from the GTS to be accepted in the form of documents held in order to benefit from preferential trade with Turkey, their country in the form of Origin documents the owners of the official administrative permissions to edit names and addresses, responsible for the specimen impressions of stamps used by these administrations and control of Form A Origin Certificates relevant governmental authorities for the names and addresses have to be reported and the accuracy of the information concerning the origin of the said product or document's validity check of Turkey are required to undertake to provide the necessary assistance to the customs authorities. Without the completion of all these procedures, it is not possible to accept the document and to apply a preferential regime.

FORM.A will be sought in exports to these countries for goods subject to concessional customs rates they provide to our country within the framework of the Generalized System of Preferences (GTS). Although the USA and Australia apply GTS, it is not mandatory to issue a Form.A Certificate of Origin. Although Canada and New Zealand request Form A to benefit from the system, they do not require official approval. It is sufficient to fill the Form.A Certificate of Origin by the exporter. Japan, the Russian Federation and Ukraine "Official Certification" is in want, said the official legalization of Turkey Chambers and Commodity Exchanges can be made in any of the rooms that is authorized by the Association.
